Hutto Water Restrictions
There are three water providers within the Hutto community: City of Hutto, Manville Water Supply Corp., and Jonah Special Utility District. Each provider handles their own operations, billing and communications/alerts.
City of Hutto
Current Stage: Stage 1
Applies to all City of Hutto water customers, including residential, commercial, industrial and institutional, during a drought and are required and enforceable:
- Industrial, commercial and institutional customers voluntarily water outdoors only on Mondays and Fridays
- Even number residential addresses voluntarily water outdoors only on Sundays and Thursdays
- Odd number residential addresses voluntarily water outdoors only on Saturdays and Tuesdays
- Outdoor watering should only occur before 10 am or after 8 pm on designated days
- “Outdoor watering” is defined as using automatic irrigation systems and hose-end sprinklers
- All water customers are encouraged to practice water conservation and to minimize or discontinue water use for non-essential purposes.
With the move to Stage 1, some of the mandatory restrictions from Stage 2 are lifted. During Stage 2, all restrictions were required and enforceable. In Stage 1:
- While outdoor watering is still restricted to certain days, it is voluntary.
- Swimming pool filling and vehicle washing are no longer restricted.
- Restaurants may serve water without a patron request.
- Fountains and aesthetic pond-water features can be operated.
- Water may be used to wash down buildings, driveways, sidewalks, and hard-surface areas or to flush gutters.

Manville Water Supply Corporation
Current Stage: Mandatory, Twice-a-week
Effective Yearly May 1st – September 30th
Residential:
- Odd # addresses: Wednesday and/or Saturday
- Even # addresses: Thursday and/or Sunday
Commercial/Multi-family All addresses:
- Tuesday and/or Friday
All Customers – Operation of irrigation systems or hose-end sprinklers should be before 10am & after 7pm.
Hand watering is allowed any day and any time.
Enforcement:
- 1st offense – written and/or verbal notice of the violation shall be issued, the water source that supplies water to the sprinkler, irrigation system or hose will be turned off.
- 2nd offense – written and/or verbal notice of the violation shall be issued, immediate termination of water service until the next business day and charged the current reconnect fee to restore service.
- Subsequent violations – written and/or verbal notice of the violation shall be issued, Manville WSC may terminate service for up to 7 business days and charge the Corporations

Jonah Special Utility District
Current Stage: Stage 2 (Moderate Water Shortage Conditions)
- Irrigation of landscaped areas with hose-end sprinklers or automatic irrigation systems shall be limited to Sundays and Thursdays for customers with a street address ending in an even number (0, 2, 4, 6 or 8), and Saturdays and Wednesdays for water customers with a street address ending in an odd number (1, 3, 5, 7 or 9), and irrigation of landscaped areas is further limited to the hours of 12:00 midnight until 10:00 a.m. and between 8:00 p.m. and 12:00 midnight on designated watering days. However, irrigation of landscaped areas is permitted at any time if it is by means of a hand-held hose, a faucet filled bucket or watering can of five (5) gallons or less, or drip irrigation system.
- Use of water to wash any motor vehicle, motorbike, boat, trailer, airplane or other vehicle is prohibited except on designated watering days between the hours of 12:00 midnight and 10:00 a.m. and between 8:00 p.m. and 12:00 midnight. Such washing, when allowed, shall be done with a hand-held bucket or a hand-held hose equipped with a positive shutoff nozzle for quick rinses. Vehicle washing may be done at any time on the immediate premises of a commercial car wash or commercial service station. Further, such washing may be exempted from these regulations if the health, safety, and welfare of the public is contingent upon frequent vehicle cleansing, such as garbage trucks and vehicles used to transport food and perishables.
- Use of water to fill, refill, or add to any indoor or outdoor swimming pools, wading pools, or Jacuzzi-type pools is prohibited except on designated watering days between the hours of 12:00 midnight and 10:00 a.m. and between 8:00 p.m. and 12:00 midnight.
- Operation of any ornamental fountain or pond for aesthetic or scenic purposes is prohibited except where necessary to support aquatic life or where such fountains or ponds are equipped with a recirculation system.
- Use of water from hydrants shall be limited to firefighting, related activities, or other activities necessary to maintain public health, safety, and welfare, except that use of water from designated fire hydrants for construction purposes may be allowed under special permit from the Jonah Water Special Utility District.
- Use of water for the irrigation of golf course greens, tees, and fairways is prohibited except on designated watering days between the ours of 12:00 midnight and 10:00 a.m. and between 8:00 p.m. and 12:00 midnight. However, if the golf course utilizes a water source other than that provided by the Jonah Water Special Utility District, the facility shall not be subject to these regulations.
- All restaurants are prohibited from serving water to patrons except upon request of the patron.
- The following uses of water are defined as non-essential and are prohibited:
- Wash down of any sidewalks, walkways, driveways, parking lots, tennis courts, or other hard-surfaced areas;
- Use of water to wash down buildings or structures for purposes other than immediate fire protection;
- Use of water for dust control;
- Flushing gutters or permitting water to run or accumulate in any gutter or street; and
- Failure to repair a controllable leak(s) within a reasonable period after having been given notice directing the repair of such leak(s).
